Dear Nitesh Ji,

First of all, I express my sincere thanks to you for providing valuable information, news and articles on regular basis.

I have gone through your recent letter on School Audit and appreciating you for taking positive initiative regarding School Audit Report. 

As per last panel, we have been allotted 5 Schools ( 2 High Schools and 3 Jr. High Schools ). We have communicated with all the Schools properly, sent the required forms in time and talked with the schools authorities several times. But, in spite of our honest initiative, none of the schools has shown any interest to get their accounts audited till date. Either they argued that their accounts have not yet been prepared or they are busy in other work for which they are not in a position to given any time/date for audit. After 2-3 calls, the school authorities started mis-behaving with us along with disconnection of telephone connection during conversation.

We have already met with the authorities of School Education and submitted our written complaint during beginning of July, 2014. But till date we have not been given any reply to our letter or provided any way of solution.

We really feel that we are a part of nation building and our report should give proper reflection of financial transaction and position of entity. But, when the auditee is not interested to show the fact and the governing body/authority is not in a position to frame proper rules and regulations to reveal the facts and to get the report of the fund spent for, we being an outside agency how can reveal the same.

Hence, as per my opinion, so far the audit will not be compulsory for all such fund movements and  release of Grant will not be tagged with the submission of  audit report of earlier year, all the nation building initiative will be in paper only.

You are requested to please take up the matter with the appropriate authority to give proper importance and seriousness about audit of all expenditure of public money.

1)      Government schools are also supposed to provide quality education at nominal cost to resident of India.

2)      Future of our nation also depends on  the quality of education provided on these schools.

3)      I urge to  give adverse opinion, disclaimer of opinion & Qualify report, wherever required.

4)      It is requested to also examine “teachers & students attendance register” & to establish correlation between salary paid & actual service rendered by teachers. If we find that services has not actually rendered in classes by teachers, we can qualify salary paid amount. One can surprise visit to classes also.

5)      You are also requested to correlate “fixed assets register & assets physically”. If balance sheet is not given, we can form our opinion accordingly. In any case list of assets acquired during the year & List of assets physically verified should be attached to audit report.  

6)      We cannot also take risk any CBI or other enquiry, which can be conducted in future.

7)      Let us join hands in nation building & help to provide quality education in India.

8)      Any CA who gives "adverse audit report" will recognized by our google group by releasing “advertisement of his firm” as per advertisement guidelines of ICAI.
