IT: Where Assessing Officer allowed assessee's claim for administrative expenses in an order passed under section 143(3), in view of fact that assessee had made full disclosure about said expenses, Assessing Officer could not subsequently initiate reassessment proceedings merely on basis of change of opinion that expenditure in question was wrongly allowed
