Nileshji, you suggestions are good. Let me check whether the current legislation permits ICAI to do this? I will definitely, do my best. I will call you to discuss this matter and bring quick resolution.

REPORT:NO1 TO MEMBERS ON EMAIL COMMUNICATION WITH ONE CENTRAL COUNCIL MEMBER: PROGRESS OF MOVEMENT AGAINST CUT THROAT BIDDING

1) ONE CENTRAL COUNCIL MEMBER EMAIL ME THAT HE WILL TAKE UP THE MATTER OF TENDERING IN THE NEXT COUNCIL. HE ALSO MENTIONED HIS VIEWS ABOUT THE MATTER

2) I REPLIED AND MY EMAIL COMMUNICATION IS AS FOLLOWS:

Dear Sir,

I think as discussed in my revised 11 point memorandum attached below, only requesting authorities to put minimum bid price will do a little. PLz make following provision in code of conduct as a medium term measure:

PROFESSIONAL MISCONDUCT : Securing or quoting fees below heighest of last 3 years fees should be part of professional misconduct. However, in cast of 1st year of audit, basis should be Total cost + reasonable profit.

RESOLUTION: As changing code of conduct is a long process, kindly pass a resolution on the same issue as a short term measure in the next council meeting itself.

CITYWISE/ STATEWISE TASK FORCE TO MONITOR: We also request ICAI head office to form a "big task force" consisting of staffs of ICAI to monitor on issue.

CREATE AWARENESS To create social pressure on cut throat bidders, we request to email to each members the regulation for maintainance of cost sheet & the proposed resolution . Also mention consequences for its violations.

DIRECTION : We request ICAI head office to direct regional councils, branches, study circles, chapters to have a eye on tender in respective area and to complain to ICAI, Head office.

SUO MOTO ACTION : We request ICAI, Head office to take suo moto action against cut throat bidders. Statewise task force, regional councils, branches, study circles and chapters can monitor the situation and ICAI, Head office can suo moto take action on the basis of their report/complain.

FULL SUPPORT TO COUNCIL:I extend my full support to council on the issue. If i am invited and made a part of discussion, than I will love to do this . I am ready to work for the council.
