What are the specific steps to be initiated for obtaining Service Tax Registration for NRI?

Similarly, a Foreign National provides Consultancy Service to a Pvt Ltd company in India. Foreign National is having PAN Card.

What are the specific steps to be initiated for obtaining Service Tax Registration for Foreign National?
