[aaykarbhavan] URGENT-SALES AGAINST H FORM

Dear members,

i would like to know whether,

a dealer can sale packing materials,say drums, in which buyer has exported his materials, against H form?

as in my case STO(MVAT)  is of the view that packing materials are not to be sold against H form.

is there any case laws also/ or circular

an urgent reply would be highly appreciated
