SUB: REQUEST FOR ALLOTMENT OF BANK BRANCH AUDIT TO ALL CAs INCLUDING SMALL CAs WITHOUT ANY LIMIT OF ADVNACES IN LARGE PUBLIC INTEREST. With reference to above subject, small CAs humbly request and suggest that the BANK BRANCH AUDIT LIMIT SHOULD NOT BE INCREASED TO 20 CRORES ADVANCES due to following reasons, (1) Increase in limit of advances for compulsory audit of Bank branch will encourage the fraud and manipulation by small bank branch, why such encouragement to increase fraud and manipulation through small bank branch facilitate by RBI ? is there any lobbing of political resources for personal benefit or any bargaining or lobbing involved at any level of authority between bank and government or RBI or Other authority involved? It should be strictly investigated. (2) Increase in limit of advances for compulsory audit is primary process of centralization of audit and control of bank with few firms or persons is very dangerous for public interest. Few auditors or a limited persons involved in audit of hundreds or thousands of bank branch, will affect not only the quality of audit work but also encourage the fraud and manipulation by settlement and bribe / lobbing, for which the poor and small public should to bear loss and harassment for illegal and tortuous act of few people involved in audit. (the good example of SATYAM CASE). even though, the poor people of india have beared In past , the government and RBI also very well known with the above illful case of SATYAM, but, what is the reason or pressure to relax the audit control, it should be investigated and appropriate action should be taken for such serious decision taken against the public interest. (3) Small firms of auditor / CAs can easily complete the audit of Bank branch with appropriate quality, because the time of audit given to CAs/ auditor only few days per branch, so, small CA can easily complete the audit work with sincerity, while MEGA AUDIT FIRM OF INDIAN AUDITOR(MAFIA) firm cannot do reasonable audit as quality work given by small firms. The matter should also be investigated that If any MEGA AUDIT FIRM OF INDIAN AUDITOR(MAFIA) firm involved in lobbing or bribing ? To change the policy towards centralization of audit is prima-facie against public interest and also against the small CAs. (4) Every bank branch including private bank branch irrespective of any limit, should be compulsorily audited by various small CAs instead of few CAs, for better control over the bank. Instead of doing so, why so much relaxation given to bank? it is surprise and suspicious act, should be quickly revised and order the investigation, if any bribing or lobbing element involved in such irresponsible decision against the public interest. (5) As provided under the companies act, there is no provision to give relaxation of audit of branch, even if branch have any amount of turn over or NIL turn over, why such breach of law for whose benefit? (6) The figures of NPA of banks are increased as maximum level recently, if the control of audit will be relaxed, the position of bank will be worst in future, outcomes of such relaxation may weakened the bank position and liquidation of bank ratio will be increased. And money of public including poor people will be lost. Which can be unbearable to poor and general public. In past so many poor public including farmer has made suicide for unduly pressure of recovery of loan at a time instead of small installments. Such gradual recovery of loan is only possible, if audit of bank branch made regularly each year by small CAs. We humbly request that, please make compulsory audit of all the bank branch including private bank accepting public deposit as nationalized bank irrespective of any limit by small CAs. We hope that yours' authority will consider above positively in favour of public interest and also in favour of RBI, GOVERNMENT,BANK and small CAs.
